I have recycled content information for a product, but it doesn’t specify whether it is pre-consumer or post-consumer. What should I do?

Rounding off the percentage to nearest whole number

I am working on the certification of a mixed use building and the recycled content used on the project is currently at 9.56%. Can it be rounded off to the nearest whole number and be considered as 10%?
