My project has a balcony that projects away from the building, and does not provide a roof to an enclosed space for the building. How should the balcony be treated for this credit?

An exterior ground area (level zero) above underground parking garage (level -1) is considered nonroof surface?

If the underground space (level -1) is regularly occupied (e.g. a conference room), does the above exterior ground area (level zero) qualify as roof?
