Roof insulation & suspended ceiling

Hi everyone, We are working on a major renovation project where the owner wants to install roof insulation above the suspended ceiling. ASHRAE 90.1 mandatory provisions exclude that option in section 5.4.1 calling section 5.8.1.8 if the suspended ceiling tiles are removable. Has anyone ever tryed to be compliant with ASHRAE mandatory provision if the tiles are fixed to the structure using "clips" except for some tiles to be used for maintenance?

The reason for this provision is that insulation installed above a drop ceiling does virtual nothing from a thermal perspective. The only way a "drop" ceiling could be used was if it was a solid ceiling, like drywall. Unlike a drop ceiling a solid ceiling will retard air flow. Then it becomes an "attic". You can have an access door but not several access panels IMO.
