Such system can fall under category "Reclaimed water" of the credit: I suppose that reverse osmosis system treats water that is not considered as pure / potable, but waste (otherwise what for you need it?).
I need more data - please tell more about the whole water treatment scheme: is this reverse osmosis system treats water that is going "in" the project from the very beginning (i.e. initial water source for the project), or it treats water that was some how processed at the project and treated by the reverse osmosis system is actually "out" flow and without it wastewater would be just "thrown" into sewage system.
If ou want to be 100 % sure - submit a CIR. Be sure that at CIR you described all water treatment scheme properly and unequivoqal.
