Our Project is suffering a retrofit in a abandoned building, and doesn't have any occupant since the 70's. I have to implement the program to discovery any hazardous material removal or encapsulation? Im asking it, because in the credit summary the intent is described as "reduce the building occupant's potential exposure to asbestos, mercury, lead, and mold."

It is my understanding that any renovation space has to have the survey done. The only instance where I would think you could get it waived is if you are renovating an existing LEED space and had good records that would show the reviewers nothing had been added in the intervening time. It seems that an abandoned structure like yours would benefit from the review. The building is certainly old enough to have the PCBs, mercury and lead in the building materials and if no one has been in there, mold is likely as well.
