Hi All, I am working on a multi-residential building. However, the residents number should put based on the LEED Ref. Guide or on building code?

Definitely the reference guide. Code occupancy is much higher than typical use to ensure fire & life safety and make sure there are enough exits, wide enough stairs, etc. LEED occupancy numbers are trying to describe the typical, average use of the building.
