The WEp1 language reads: ". . . and are not commercially rated MAY also be excluded. Example: a residential dishwasher in an employee break room." Does this mean they MUST be excluded or does it mean that it is optional to include or exclude a residential dishwasher from the process water calculations?

Robin - you can exclude it from the calculation. If you want to take credit for it, you will have to make a justification for the baseline and the water use.
