NC v4.1 talks about offsetting a percentage of greenhouse gas emissions. How are GHG's calculated? For example, utilities and regional grids have different carbon footprints depending on their generation mix. Is there a national average that is used for the carbon emissions for electricity or are the emissions calculations more specific to where the project is located?

Where the project is located. Use the US EPA regional grid mix coefficients ideally modled hourly. US EPA's AVoided Emissions and geneRation Tool (AVERT) provides hourly electricity emissions data for 10 grid regions in the U.S. based on historical patterns of actual generation.
