Renewable Energy Cost Saving for LEEDv4

The LEED v4 Guide steps that it's possible only apply any savings from ON-SITE renewable energy systems? Or is it possible to work with OFF-SITE renewable energy systems to determine energy cost savings? Thanks!

They can be offsite under certain conditions. See the credit language in EAc5.

EAc5 spells out the requirements for off-site renewable systems such as solar gardens.
