Our new construction is being built on existing parking, therefore there is removal of some carp parking spaces. No additional parking is being added to the project.
Would this qualify as EP?

Hi Cora,
The v4 credit reduction references the ITE baseline, not existing parking (unlike v2009 where "no new parking" earned you credit regardless of how much parking is provided). So you'd still have to measure the remaining parking against that baseline and see if it reaches the EP threshold.
If the existing parking serves multiple buildings, you can estimate how much is allocated to your project rather than counting the entire parking area.
