I can guess the answer to my question, but am hopeful to be proved wrong:
our project is within the 1/4 walking distance to a bus stop with a single service. The closest light rail station is about 3/4 mile walking distance away. However, the bus service does serve the light rail station 4 stops away; ride time is under 10 minutes.
So, for all intents and purposes, the bus service operates like a shuttle to the light rail station. Buses run every 30 minutes during commute hours, and on the hour at other times.
Has anyone had any success with this argument?

Is the light rail station under 2 miles away? My experience is reviewers want to see a map showing that distance is not exceeded.

It might be a stretch but could be worth submitting, with a narrative explaining how your case still meets the credit intent.
