Regular building occupants in a Healthcare Projet?

We are building a healthcare project. We want to calculate the number of showers required in the project, so we have to consiter the regular building occupants. But do we have to consider the PEAK regular building occupants or an AVERAGE of all regular building occupants?

Since the building is open 24hours a day, is there a way to calculate the occupants based on a 24 hours schedule instead of 8 hours? For exemple (if we simplify the equation) if we have 3 full-time employees doing 8 hours of work each, for a total amount of 24 hours, there will only have 1 full-time employee in the building at a time during the day, not 3. So can we consider a fraction of the number of full-time employee to calculate the regular building occupants?

I recommend reading the Occupancy section in the Getting Started portion at the front of the LEED v4 BD+C Reference Guide.  You can find it online here: https://www.usgbc.org/guide/bdc.  Do a search for "occupancy" and it's the 4th occurance of the word.
