Currently I'm reviewing a Datacenter plan which is pursuing for LEED DC v4 certification. What if the design does not include any regularly occupied space? Is the project still eligible to pursuit under EQ Credit 7: Daylight and score the points? Does it automatically earn the points under this credit? Else, what do you suggest the solution would be?

Are you SURE you have no regularly occupied spaces? The IEQ Space Matrix lists these spaces as regularly occupied spaces in data centers for the purposes of both the view and daylight credits (in addition to other credits) :
Network or Security Operations Centers (NOC and SOC)
Shipping and receiving offices
Facilities staff offices
Facilities staff workstations
Considering the number of credits that rely on regularly occupied spaces, I would think that you would want to carefully scrutinize any areas that might fit in to these categories and make sure they are labeled as such on the plans.
The answer to the other questions is no. You do not automatically get points for anything in LEED. (Would it be so!) And no, you are not eligible to achieve any of the points that rely on regularly occupied spaces if you have none.
