Regd. Peak Cooling Load in Baseline Model for Chiller Sizing

I have a general doubt regarding peak cooling load which is to be taken in baseline case for sizing the chillers. We generally model the base case for any building in Design Builder. 

What we do is completely define the base case parameters in the building model (U-value of envelopes, glazing SHGC, LPDs as per ASHRAE 90.1 appendix G , Occupancy & EPDs as per actual design, schedules as per actual design etc.), run the cooling load simulation with 1.15 equipment sizing, and then work with the design capacity to size the baseline chiller and accordingly get the no of chillers as per table G 3.1.3.7.
