Regd. heating system in a hospital with predominant cooling system

Hi All,

I need some clarification on a query. We have a hospital project where there is predominant cooling and AHUs with monsoon reheat in CAV boxes downstream. All the reheat coils are connected to 2 electric hot water generators. 

Now, we are getting system 7:fossil fuel based boiler as heating system for baseline case as per ASHRAE 90.1 2013. Do we really need to consider the system 7 heating system in the basecase since we are not getting any heating energy consumption due to the reheat coils in the proposed case.

Note: The reheat coils predominantly serve the purpose of RH balancing in zones.
