CI-v4 LTc4:Bicycle facilities

Refurbishment project on an existing estate (sort of campus/ business park)

Hi - our project is located on an estate which at the entrances to the estate would meet the 200m distance to bike networks. There is a less than  25MPH speed limit in place across the site but no dedicated cycle network on the estate itself. Would the connection at the entrance and reduced speed limit suffice for the credit? Just wondering how any military base might possibly be able to achieve this under v4. 

All the required amenities are actually within the 200m walking distance.

That sounds reasonable - and the roads on the site with speed limits below 25 mph could be considered part of the bike network.
