Peter - The LEED Reference Guide states: "The safe removal and disposal of hazardous materials must also be covered in the CWM plan. Hazardous materials must be tracked separately and not be included in the project’s total waste." The LEED Glossary (https://www.usgbc.org/glossary/39#letterh) defines hazardous materials as "any item or agent (biological, chemical, physical) that has the potential to cause harm to humans, animals, or the environment, either by itself or through interaction with other factors." I'd say that refrigerants fall under this definition and hence need to addressed in your plan but cannot be counted as a stream.
