I have a project where we are promoting infiltration by installing permeable pavers for a portion of the pavement, and we are capturing and treating runoff from 90% of the average annual rainfall event, however we are increasing the total impervious area from the existing conditions. Can I still meet this credit? We are removing 80% TSS for all runoff from the site.

In short yes, you are good. Reducing impervious surface is one of the ways to improve water quality, but not an actual requirement for this credit. Just calculate a runoff volume using the 90% annual rainfall event, treat that volume for 80% TSS removal.
