Hi Hadar, below there is a previous discussion that should answer your questions (see Ashwini's post). The brief answer is no new parking is not enough to earn this credit; you must demonstrate the reduction required.

Ashwini's post state : In the case of a new building within a campus, the number of spaces really depends on the LEED project boundary and where it is drawn. All parking spaces (existing and new) within the LEED boundary need to be included in the calculation for this credit.
My project LEED boundary does not include any parking space old or new. Can I get the credit?

Thanks for clarifying, Hadar. I would assume so but nothing in the Ref Guide that I could find explicitly states this is the case. I would reach out to GBCI to confirm.

Regina is correct. I misunderstood your question, Hadar, apologies. All parking used by your project needs to demonstrate compliance with the credit requirements (the parking reduction highlighted).

Hi all,
I have a case where all parking spaces (located in the basement) are assigned to specific employees. There is no space for visitors. Does it make sense to reserve parking spaces for carpools? Would the project be exempt from this requirement?
The Reference Guide says the following, but it doesn't answer my question: "Separated Employee or Visitor Parking Projects with separate parking areas for visitors, employees or students must apply the proportion of preferred parking for carpools must be applied to each pool of parking."

You might consider submitting under the 4.1 path since that no longer has the requirement for carpool spaces. Under v4, I don't see how the project would be exempt from providing spaces for carpools if the owner decides to assign all spaces to employees. I think the reference guide section you found seems to confirm that requirement.
