For an international project, what if a local equivalent for identifying sensitive habitat cannot be determined?

Reclaimed land

What is LEEDs take on reclaimed land that has not been previously developed? Can it still achieve the sensitive land protection credit if it does not meet the criteria for sensitive land, it is however within 80m of a water body.

I am also curious how buildings on reclaimed land achieve Sensitive Land Protection.

How was the reclaimed land used prior to this development? If it was used as a legal landfill, it is considered previous development. We received this clarification from LEED coach for a previous project.
