Your observation that the displacement of occupants would be minimal and the work is limited to just carpet replacement would suggest this meets the intent of an "alteration" even if it is technically more than 50% of the floor area. One resource that's useful for these kinds of questions is the rating selection "wizard" in LEED Online v3: Go to LEEDOnline.com > Register New Project. At the Step 2 Rating System Selection screen, choose "I am not sure which LEED rating system to use" and step through the questions. You can always go through those questions without actually registering, and it has several tables that help determine whether NC, CI, CS, or EB is appropriate based on the % of work scope and the type of building components and systems affected. Often the "Read More" links bring up a useful table to explain the options.
