Phrase “Within and bordering the project” – does it mean that buildings facing small pedestrian circulation streets inside the project boundary (these streets cross the project site from one end to another) also need to comply with the BH-SW ratio? Could frontages bordering a public street that is outside of the project site count the entire width of the street or should they also count only half of the street width as within the project site? If the nearest building to the street is a short and narrow one, behind it is a bit taller and wider building, behind which is even taller and even wider one (almost like a wedding cake laid on one side, where the layers are not connected to each other). What height of the building will you use for calculations? Could pedestrian ROWs that are covered with a glass roof the height of which exceeds the width of the ROW (so, the ratio is more than 1:1) be counted towards achieving this prerequisite? It seems that projects with high rise buildings are at a great disadvantage for this prerequisite, while the next prerequisite is stipulating completely the opposite - compact development. Hmmm…
