We have a project with the following description:

- the building is 10 floors and the owner renting the whole building.

- The Building envelope construction is complete.

- Basements are shared and fully finished by the developer.

- One connection for CHW from the district cooling plant.

- One connection for the power supply.

Shall we target LEED V4 ID+C or BD+C?

Clearly ID+C based on the fact that a lot of oportunities to gain some prerequisites of BD+C for 99,99 % are lost, for instance: Construction Activity Pollution Prevention, Environmental Site Assessment, Fundamental Commissioning, Integrative Project Planning and Design. It's better to check also prerequisites of ID+C.
