Good afternoon, we're certifying a building that is 10% retail, 10% offices and 80% residential. We are unsure as to which rating system to choose, since the residential layout has not been completely defined in order to leave the possibility for future owners to modify it. Furthermore, the retail and office layout will not be defined until the tenants settle in. Could you advise us as to which rating system we can use? Core and Shall? New Construction? Sounds like a Core & Shell project, however if 80% is expected to be residential and the building is less than 4 floors you may have trouble since there is no Core & Shell for homes rating system.
3 floors and less = LEED for Homes.
4-8 Floors = can choose either LEED for Homes or LEED for Multifamily Midrise or LEED for New Construction or LEED for Core & Shell.
9 Floors and up = can choose either LEED for New Construction or LEED for Core & Shell.
it has been quite some time since i recieved this guidance, so you might want to check with USGBC directly.

David is correct, in that this sounds like a Core and Shell project.
I would like to offer one clarification to his comment above. Predominantly residential projects 4 stories and taller may use either LEED Multifamily Midrise or LEED for New Construction, per our LEED v4 Rating System Selection Guidance:
