Rapid bus

Can a rapid bus qualify as a "light rail" or "commuter rail"? It's function is more similar to a metro rail than a typical bus, as it has it's own dedicated lane and is not subject to traffic.

Yes, it can. Bus rapid transit lines were added to Option #1 in November of 2011, so the original rating system documents didn't include that as an option. Check the "Credit Language" link above for the exact credit requirements, which includes a footnote defining bus rapid transit as an "enhanced bus system that operates on exclusive bus lanes or other transit rights-of-way, it is designed to combine the flexibility of uses with the efficiency of rail."
