Hi Michael,
The intent of this credit is all about managing water use, and the requirements starts by saying that you have to use water meters. So I would say that:
1. No, rainwater harvesting doesn't count. You have to meter water consumption/use systems.
2. Metering the DHW is about tracking water use, not energy.
