if it is in CSI MasterFormat division 3-10, 31 or 32 and it's reused (MRc3), recycled (MRc4) or regionally extracted and manufactured(MRc5) then yes. If not then no. This answer is for LEEDv3. Mechanical, electrical and plumbing components are excluded from the calculations though. What type of product are you evaluating? a white PVC roof could contribute to SS7.2- Heat Island Effect-Roof.

PVC doesn't take a product out of consideration. There was consideration for restricting PVC use in v4 but it was not adopted. Like Kathryn said, if it has recycled or regional content then it may apply. A PVC roof membrane would need to be evaluated for SRI, roof slope and other roof features like a vegetated roof to determine SSc7.2 compliance.
In general, a material component doesn't put you into nor take you out of a LEED credit. The program is set up to give balance and encourage consideration in a broader manner.
