Hi LEED experts, My project is planning to use PPA for solar energy. A solar supplier will come to install their own solar panels on the roof of the project and this energy will be used on-site. In this case, Is PPA Tier 1 or Tier 2? and LEED doesn't allow to count this type of solar energy produced in PPA in the Cost metric, only count in the GHG emissions metric right? Thanks for your advice.

It is Tier 1. For Tier 1 renewables it counts under both cost and GHG emissions (see page 137 of the LEED v4.1 BDC Guide).
