Is Purchasing - lamps available as innovation credit in LEED BD+C v. 4.1?

In the USGBC LEED Innovation Catalog (https://www.usgbc.org/innovationcatalog) (Also hidden by the filters on the left of the LEED Credit Library), you can filter by rating system and version.  It's still listed there, so I assume it's available.
