Public transit reductions due to COVID

During the COVID pandemic, there has been a reduction in frequency of public transportation.  Are projects permited to use pre-pandemic rates when calculating number of trips, as the rates will likely jump back to normal within the next year?

On a recent project, GBCI has confirmed that project teams can use pre-pandemic rates when determining the frequency of stops.
