Public fixtures and private fixtures

It looks like the credit language only breaks the faucets into public and private. I would assume this means you should not do so for toilets?

It depends on how you are defining occupancy and if you can keep things consistent between the different forms. Specific to private versus public toilets in hospitals, I usually have broken them out into separate groups. Inpatient rooms are 'private' and their use rates vary from an outpatient or staff use. For example, you can tweak the number of showers per day based on the care level and zero out the kitchen sink use. Typically I use the 'resident' tag for inpatients. It is easy to keep inpatient separate in your occupancy calculations and those PI forms. Just be clear and consistent.
