Provisions for Enforcement?

I received a comment I've never had before. I've submitted the campus no smoking policy for close to 10 projects for the same university and never received a comment. Now I received a comment that says the policy does not provide for means for enforcement and to upload a revised policy. The LEED v4 Reference Guide required documentation does say "Description of project’s no-smoking policy, including information on how policy is communicated to building occupants and enforced." But the LEED v4.1 Reference Guide changes the language to "Communicate the no-smoking policy to occupants. Have in place provisions for enforcement or no-smoking signage." That "or" implies that providing signage (which they do) is sufficient. Has anyone ever had this comment and dealt with this before?
