Projects with no associated off-street parking

The team has the following doubt: at the LEED guide says that the project allowable parking must be less or equal to minimum code, but then says that if the project is not associated to off-street parking, it automatically can achieve the credit. The team do not understand if for example, the project exceed minimum code requirements but has no off-street parking it still comply with the credit? or it must be equal or reduce the minimum local code requirements to apply to the no associated off-street parking automatic compliance. Please help.

I would say that in all cases you have to not exceed the code parking. I don't see a way around that, if I'm understanding your question correctly.

What does it really mean not to exceed code required parking? How much less parking than code? If no off-street parking then there is no need for 5% preferred parking for carpools? Is that correct?

Alicia, there is no reference to less parking than code minimum in v4. You cannot exceed code minimum, the reduction comes from the base ratios from ITE.  I am similarly confused as to how to deal with carpool signage for projects that have no new parking inside the LEED project boundary. The reference guide states, "The credit calculations must include all existing and new off-street parking spaces that are leased or owned by the project, including parking that is outside the project boundary but is used by the project." But then, "Preferred parking is not required if no off-street parking is provided." Do I need to add carpool signage to parking that may be used by project but is outside the LEED project boundary?

Also worth noting, you could substitute the LEED v4.1 version of this credit that removes the carpool signage requirement. That's what I'm going to do.
