Under "Onsite separation vs. commingled collection for diversion" in the Bird's Eye View, it says:
"Commingled recycling facilities must be able to provide project-specific diversion rates or an average diversion rate for the facility that is regulated by the local or state authority."
To ensure I understand this, could this also be written:
Commingled recycling facilities must be able to provide:
- project-specific diversion rates, or
- an average diversion rate (if the facility is regulated by the local or state authority).

Same question - was there ever an answer to this? And, to take it one step further - the Birds Eye View also states that visual inspection is not allowed. We can get project-specific diversion rates from our sorting facilities but they use a visual inspection of the co-mingled load.

Thank you - so if we have a visual inspection by the recycling facility with project-specific reporting by load that is acceptable?
Note: some loads are adjusted for mass and density per material type (e.g. cardboard and metal) - is this considered an additional benefit?

Marsha - My answer from 2016 that Tristan indicated was lost answered the question from June 2, 2016 regarding what commingled facilities must provide as yes.
To answer your taking it further question: Visual inspection is never an accepted method per LEED requirements - either in v3 or v4 (maybe even back to the beginning of LEED). In addition, there has been a rather spirited discussion regarding commingled waste but that seems to be lost as well. Please know that reviewers are not allowing commingled waste that is a facility average to be counted as multiple streams under LEED v4.
