Our project has no off-street parking spaces. Does this project automatically meet the third requirement of this credit, "Provide carpool or shared-use vehicle parking spaces equivalent to at least 10% of the total off-street parking spaces for each non-residential and mixe-use building on the site"?

Hi Noriko. For this credit there are four types of off-street parking: surface, underground, multi-story exclusively parking, and multi-story with ground level parking beneath habitable building space. When you say your project has no off-street parking spaces you may be referring only to the surface type, and I imagine you at least have the underground type. Regarding the credit requirement for carpool spaces, this requirement must be satisfied using one or more of the four parking types. And Step 4 of the Reference Guide step-by-step guidance states "Projects that do not include any new parking must have existing parking on the site that complies with carpool and shared-vehicle parking requirements." So the carpool requirement has to be satisfied with some kind of new and/or existing parking even when new surface parking is not constructed.

I would like to clarify that if a project includes all of the 4 parking types, is it acceptable to provide carpools or van pools for only one of 4 parking types? If so, the required number of parking spaces is calculated based on the number of all parking spaces including all types of parking spaces or parking spaces belong to dedicated type?

Dear Noriko, I am glad to get your follow-up question because I need to revise the conclusion of my previous message. After talking with USGBC staff about the Reference Guide Step 4 requirement that makes carpool parking a precondition for earning the credit, they have agreed to rephrase Step 4 to say "Projects that do not include any new parking must ensure that any existing parking on the site complies with carpool and shared-vehicle parking requirements." Therefore, the carpool requirement does not have to be met if a site does not have any existing off-street parking, and if no new off-street parking of any type is being constructed.
Regarding your follow-up question, each building's total required off-street spaces are determined by the municipal code without regard to the four off-street types, and that total number determines the 10% required for carpool spaces. That 10% can be met by any one or more of the four types of off-street parking as long as the spaces are within 60 meters of the building served.

I found on P238 of ND v4 reference guide that "multi-level parking structure (not subject to credit requirement)". Can parking structure and parking spaces under the buildng be excluded from the calculation?

Hi Noriko, yes, multi-story and underground parking are excluded from the "20% of development footprint" calculation. This is confirmed on page 237 under Step 6 where the second major bullet and its first sub-bullet exclude multi-story and underground parking.

I see. So, in Figure 1 on P238, the statement "Multi-level parking structure (not subject to the credit requirement)" should be revised to "Multi-level parking structure (not subject to the building frontage requirement)", is it correct?

Noriko, I believe the Figure 1 caption for the multi-level parking structure uses the plural "requirements" because such structures are exempt from the building frontage requirement and the 20% of development footprint requirement. The absence of the 20% exemption in the Facility 3 description under Figure 1 is just an inadvertent omission.
