Project with no parking - can we avoid calculations in Option 1

We are working on the renovation of a lounge inside a small airport in downtown Toronto. If there is no mention of parking in the lease for this tenant space, and no mention of fees related to maintenance of the parking lots, can we safely assume there is no parking included in the lease for the project and avoid completing option 1 calculations? If there is no parking designated for the project or any mention of parking in the lease, can we safely assume we meet option 1? 

Occupants may use pay parking lots offsite. These parking lots have no designated parking for tenant staff or visitors. In my mind the tenant has no off-street parking (as per the last sentence of option 1) but I want to make sure I'm not misinterpreting the guide.

I have the same problem with the shared/pooled parking of the base building. Basically, the base building doesn't assign any specific parking lots to us. So we don't know how many parking spaces we own or under ID+C scope, we park together with other non-LEED projects. In LEED v4 Further explanation, there is a part: "determine the share of this parking allocated to the project. Include this number of spaces in the total parking capacity and provide the rationale for any parking distribution." I'm thinking to get % parking allocated to the LEED interior project based on the GFA of LEED project / the GFA of the whole base building. I hope this way is a rationale that LEED would accept.
