Per the LT Overview section in the BD+C reference guide:
"If no off street parkingis allocated to the project building's users, the team is eligible to pursue LTc Reduced Parking Footprint but is not eligible to LTc Green Vehicles."
I do not believe any of the (7) editions of the v4.1 reference guide modified the above language to allow pursuit of the LTc Electric Vehicle credit in the event the project doe not have any parking.
Sorry for the bad news, I never like putting LEED credits into the "impossible" column on my scorecards.
