Project located in a building with a very low fresh air rate

What if the project is located inside a 30-year old building with AHU supplying less than 10% fresh air rate? As we have to use the centralized ventilation system and we couldn't make any change to building systems, what option are available to meet this prerequiste,

Renovation! I don't think you can meet the prereq without doing something to directly improve the system.
