If a project's diversion rate is greater than 75% but the RCI certified facility's diversion rate is less than 75% during project construction is the project still eligable to achieve all MRc2 points as well as points for regional priority (if applicable) and the pilot credit?
While that's a good query for GBCI, here's my perspective. The pilot credit requires you take the C+D facility that's had appropriate third party verification of their diversion rates. If the facility's been receiving waste with a lot of crap in it, it'll drive their rate down, no fault of the facility. The verification simply says the facility uses appropriate processes in the appropriate manner to provide good data, which in turn says that project's waste will be evaluated properly. I'd go for it, as I feel the use of this facility for the MRpc87 credit is defendable.
