The Whole Project Water Use Reduction calculator provided by USGBC lists water sent to cooling towers as "process". here is the link to the spreadsheet: https://www.usgbc.org/resources/whole-project-water-use-reduction-calculator-wepc115 This is a good tool to use when early in design - and particularly the IP credit, even if the project is not pursuing the Whole Project Water Use Reduction ACP.
