I’m working on a project that has transient occupants. How does the IEQ space matrix address transients, and are transients required to have access to the controls?

Hi I have a project where the temperature must be controlled automatically to ensure the manufactured product quality is maintained. Personnel do work full shifts within that space with appropriate clothing but cannot adjust the temperature or any other of the parameters. I assume this credit is not available but would be grateful for any comments and experience that the community can offer.
