I have a water based primer sealer that the client is looking to use in order to fix artwork to the walls throughout their floors. The technical sheet for the primer dictates that the VOC content is "less than 30 g/litre". The manufacturer confirmed that this is reported for less water. This is acceptable as the maximum reported content is below the thresholds.

However the VOC content was determined mathematically on the primer's formulation. In order to comply with this credit does each primer have to be tested in accordance with SCAQMD Rule #1168 (which refer to a number of test procedures), or does it just need to comply with the thresholds as per SCAQMD Rule #1168?
