Previously developed - however 40 years ago

Hi, We are trying to determine if a site that has historically been developed, however all buildings have been removed approx. 40 years ago can be considered previously developed. We can tell from old maps that there have been buildings on the site in the 1970s, however these have been removed and the site is now a "greenfield" site - permeable and fully vegetated with grass. Can we still claim previously developed? Does anyone have experience with this a similar situation? Thank you. Samuel

Bit of a grey area. In a sense there aren't many construction sites in the world that haven't been previously developed in some way, so the question becomes one of nuance.I'd lean on the side of not previously developed, though the old maps, etc., make a decent case if you want to go that way.
