Great question! LEED is asking for the avoidance of development upon these key areas: 1) prime farmland, 2) floodplains, 3) habitat, 4) water bodies and 5) wetlands. Certianly, the golf course would not qualify under item (1). So long as your golf course does not qualify as items 2-4, I would argue that this can qualify as a "previously developed" site. Former versions of LEED also excluded "areas previously used as parkland"; however, I think one could also argue against golf courses being parkland, as they're private - not public (and becasue golf courses incur a huge environmental footprint relative to natural spaces).
