We have an office building project, which (according to the local planning codes) lies within a floodplain zone. It is our understanding that any development in this kind of zones cannot earn the SSc1 credit. However, is this also valid for land that had already been developed before? (the project is in the center of Prague). Many thanks in advance for any comments / thoughts on this.

There is some new information related to the above question:
While the projected building lies in a floodplain, the area is within a protected zone (historical city centre). The protection is facilitated by a flood barrier; gaps in the flood barrier wall will have mobile flood protection walls installed in the case of emergency. The whole system has been designed against the worse flood on records (2002), so also easily copes with the standard 100year floods. The whole system is managed by the city. So, the questions remains the same - would the development in the area be eligible for the SSc1 credit?

The question is sorted. Below is an official answer that I received from the GBCI:
Previously developed sites within a floodplain/flood zone are able to pursue this credit. Page 21 of the v2009 BD+C Reference Guide defines "Previously developed sites" as those that "…once had buildings, roadways, parking lots, or were graded or otherwise altered by direct human activities."
