In the proposed model, we have a HEPA 13 filter in a dedicated outdoor air unit which serves a variable refrigerant flow system. In the baseline model, we have VAV system with an economizer.
In determining the baseline fan power, should we apply the 0.9 inches of water column pressure adjustment to the minimum outdoor air flow rate, or to the maximum outdoor air flow rate which occur during the economizer mode?

It depends on the location of the filter. If it treats all of the outside air as it enters the system then yes it gets applied to the maximum outdoor air flow.
