What is the reason for not being an option the prescriptive method in case a project have permanent shading devices or roof overhangs?

Are you asking why there is not some sort of calculation option for projects with overhangs and permanent shading devices?
Projects with large roof overhangs should use the 63 degree angle from the bottom edge of the overhang to establish the depth of zone. Same with the shading devices.

The reason is that the prescriptive method is intended only for the simplest of geometries. Use the method Todd describes for your first round of evaluation for roof overhangs if using the prescriptive method. See the entry on Dec 14, 2012 for info on what I am talking about regarding the first and second round of calculations.
The term "shading devices" however, can mean different things to different people, so we would need more information about them to fully answer your question.
