Prefinished wood flooring: alternative to emissions testing?

We are specifying an FSC-certified wood floor that has a white pigmented wax finish. The supplier has never been asked for emissions testing for this product, so it would be a special request to get it. Before we do this, would it be permissible to essentially use the on-site compliance path: unfinished wood flooring plus a VOC-compliant finish product, in place of emissions testing?
