Why are the CI designated parking requirements in Cases 1 and & 2 Option 1 determined by a Full Time Equivalent of tenant space/building while for New Construction the requirements are simply a percentage of parking provided?

If a CI project occupies a building that has existing parking, but no designated parking to the tenant, can it pursue “no parking will be provided"?

Preferred parking outside the LEED project boundary

The total area of this LEED-CI project is more than 75% of its LEED-CS building area and there is no parking space in the LEED boundary of the building, but there is a public parking across the street. Can the project achieve this credit (Case 2, Option 2) by providing the required number of preferred parkings (5% of the tenant FTE) within this public parking? Thanks
