Our project is factory expansion and our client purchase a new land nearby for parking facilities.
The local zoning require 110 parking lot so we provide 104 parking lots on a new land outside LEED boundary with 6 slots reserved for carpool.
Another 6 parking lots for LE/FE near the main entrance within the LEED boundary.
My question is can we locate preferred parking for carpool outside and LE/FE inside LEED boundary to get both SSc4.3 and SSc4.4 Credit?

Why don't you divide them up? Half of each, half in and half out, so that they get equal footing.
